Education: Tulane University; University of Michigan (B.G.S., 1971); University of San Francisco School of Law (J.D., 1974).

Bar Admissions: First admitted to the bar in 1974 in California. Admitted to the Commonwealth of the Northern Mariana Islands bar in 1985 and the Territory of Guam bar in 1987. Also admitted to practice before the U.S. Court of Appeals, Ninth Circuit; U.S. District Court, Districts of Northern Mariana Islands, Central District of California and Guam.

Practice Before Coming to Saipan: Deputy District Attorney, Riverside, California, 1975-1979. Deputy District Attorney, Ventura County, California, 1979-1983. Instructor, Civil Procedure, Santa Barbara College of Law, 1980-1983. Then in 1983 came to Saipan to serve as the Deputy Attorney General and Acting Attorney General, Commonwealth of the Northern Mariana Islands, 1983-1985.

Commonwealth Private Practice: Founded the Saipan office of Pacific Lawyers in 1985.  Helped develop many of the early industries in the Commonwealth including the garment industry and hotel industry. Manufacturer’s Class Counsel in the 1999 billion dollar class action initiated against the garment industry in California, Hawaii and Saipan. Plaintiff’s counsel in various RICO, antitrust and securities litigation including against Continental Airlines and Guam Cable TV. Represented many multinational corporations such as Philip Morris, Mitsubishi Heavy Industries, Philippine Airlines, Korean Airlines, Japan Airlines and DHL, Inc.

Practice Areas: Litigation with an emphasis on Construction Law; Class Action, RICO and other complex civil actions.
